asked the Minister for Health if he will state the income groups to whom the free milk scheme applies.

Under Section 24 of the Health Act, 1953, health authorities may arrange for the supply of milk to expectant and nursing mothers who are entitled to the services provided for in Section 14 of that Act and to children under five years whose parents are unable from their own resources to provide such children with an adequate supply of milk. The determination of the actual persons within these categories for whom milk will be provided is under the provisions of the Act, a matter solely for the appropriate health authority.

Will the Minister state if a definite scale does exist as far as the Dublin Corporation is concerned?

I did not catch the concluding part of the Deputy's supplementary question.

Would the Minister state if a definite scale does exist as far as Dublin Corporation is concerned in dealing with applications?

Again, I am aware that as a guide, at the suggestion contained in the circular that I have referred to of April, 1954, the Dublin Corporation has adopted a scale but I have impressed upon the authorities there that, while they may use any scale they like as a guide, they must, nevertheless, deal with each case on its merits in accordance with what is provided by the Health Act.
