asked the Minister for Defence when he proposes to introduce a scheme to provide gratuities and increased pensions for N.C.O.s and men with 21 years' service.

The only statement I can make on this matter is that I have a new pensions scheme for personnel of the Permanent Defence Force under consideration. When that scheme will come into operation or what its terms will be, I cannot, at this stage, say.

Could the Minister give even an approximate indication as to when the scheme will come into operation?

I am afraid I could not—as soon as possible.
