The number of untrained lay teachers, qualified as such under the Department's rules, who were appointed in a permanent capacity to national schools in each school-year since 1950 is as follows:—

Owing to the shortage of qualified teachers it has been necessary in addition to accept temporarily the services of a number of persons who do not possess the qualification as teachers prescribed by the rules, and who are replaced by qualified teachers according as these latter become available. It is made clear, however, in all these cases that the unqualified persons are being accepted for only a limited period and that no claim to recognition as teacher is involved in such acceptance. In the circumstances, these persons cannot be regarded as having been appointed as primary teachers.
