Vol. 155 No. 2

Ceisteanna—Questions. Oral Answers. - Minor Employment and Rural Improvement Schemes.

asked the Minister for Finance if he will give, in respect of each of the counties in Connaught, details of the actual cost of the administration of minor employment and rural improvement schemes for the past five years under the headings (1) engineering costs for lay-out and supervision, and (2) travelling expenses for engineers on the administration of such schemes.

It is not possible to segregate the costs of the administration of minor employment and rural improvement schemes on the lines indicated in the Deputy's question. A large proportion of the time of the engineering inspectors is devoted to the inspection of new proposals and the preparation of reports and estimates of cost.

A statement has been prepared for the information of the Deputy setting out the total cost of salaries and travelling expenses of the engineering inspectors engaged on minor employment, bog development and rural improvement schemes in Counties Galway, Mayo and Roscommon for each of the years in question. The carrying out of the schemes in Counties Leitrim and Sligo is supervised by the county engineers acting as agent-inspectors for the Special Employment Schemes Office. They are paid on a commission basis and the amount of the commission paid is shown in the statement. The commission, however, covers some other items, including the cost of payment of wages to workmen. The inspection and the preparation of reports and estimates of cost in respect of new proposals in these two counties is carried out by engineering inspectors of the Special Employment Schemes Office, and the proportion of the salaries and travelling expenses of the inspectors while engaged in these counties are also shown in the statement.

As the statement is in tabular form, I propose, with the permission of the Ceann Comhairle, to have it circulated with the Official Report.

The following is the statement:—

NOTE: Roscommon and Leitrim form part of one administrative district and some inspectors are engaged in more than one county. The figures given are, therefore, an approximate apportionment in relation to their time spent in each county. The same applies to Counties Mayo and Sligo.
