asked the Minister for Industry and Commerce whether in view of the severely restrictive and more often prohibitive terms imposed by motor insurance firms on applicants for third party and passenger personal injury insurance cover, on new drivers, and on existing policy holders having unfavourable claims experience, and since such terms are generally not competitive, and therefore give the person who is seeking cover no reasonable chance of obtaining equitable terms, he will consider introducing amending legislation to the Road Traffic Act, 1933, to provide for the setting up of an appeals board, representative of the Tariff Offices Association, and the insuring public with an independent chairman appointed by him, to determine questions referred to it by aggrieved parties.

It is not proposed to introduce legislation on the lines suggested in the question.

As regards competition in premium rates, the Deputy is, no doubt, aware that licences to transact motor insurance business in Ireland are held by non-tariff offices and by Lloyds Syndicates, as well as by companies which are members of the Accident Offices Association.
