Ceisteanna—Questions. Oral Answers. - Dublin Institute for Advanced Studies.

asked the Minister for Education whether appointments to salaried posts in the Dublin Institute for Advanced Studies are advertised in the public Press; whether they are made by the Local Appointments or the Civil Service Commissioners, and, if not, by whom they are made; and if a knowledge of Irish is a necessary qualification for appointment to all posts at the institute.

All appointments to posts in the Dublin Institute for Advanced Studies, other than those of Senior Professor, are made by the council of the institute in accordance with the terms of the Institute for Advanced Studies Act, 1940. It is prescribed under the Act that appointments to posts as Senior Professor be made by the President on the advice of the Government.

It is further prescribed that appointees to non-academic posts shall satisfy the council that they possess such an oral and written knowledge of the Irish language as will enable them to use that language in the performance of their official duties. There is no similar requirement under the Act in the case of appointments to academic posts in the institute.

asked the Minister for Education (a) whether the Dublin Institute for Advanced Studies make available to the public a record of their activities and details of annual expenditure through the publication of annual reports, and (b) if he will state the date of the most recent annual report published.

In accordance with the terms of the Institute for Advanced Studies Act, 1840, the council presents to the Minister for Education, for submission to the Government, an annual report on the work of the institute and its constituent schools, which is in due course laid before each House of the Oireachtas. The last report laid before the Houses of the Oireachtas was in respect of the financial year 1955-56. I have received the annual report for the financial year 1956-57 and it is being submitted to the Government before presentation to both Houses of the Oireachtas.

The accounts of the institute are audited annually by the comptroller and auditor-general and the accounts so audited are laid before each House of the Oireachtas. The last year in respect of which the accounts of the institute as audited and reported on by the comptroller and auditor-general, were laid before the Houses of the Oireachtas, was the financial year 1956-57.

Could the Minister conveniently tell me if there has been any bibliography or papers published by professors elsewhere during the year contained in the report?

I could not tell offhand but I will make inquiries if necessary.
