andMr. O'Higgins asked the Minister for Local Government whether the Dublin Corporation have submitted to him any plans for the relief of flooding by the river Dodder in Orwell Gardens, Rathgar; and, if so, if he will state the nature of such plans.

I have received no recent proposals in regard to this matter. I am, however, aware that since the flooding of December, 1958, works have been carried out by the Corporation, at a cost of about £9,500, which are intended to prevent or reduce the risk of flooding of a similar character so far as dwelling-houses in this neighbourhood are concerned.

Is the Minister aware that following works which were carried out last year by the Dublin Corporation on the stretch of the River Dodder between Orwell Bridge and Dartry, the worst flooding ever experienced there occurred in Christmas week last year? Further, in view of that, will the Minister impress on the corporation the urgent necessity of carrying out remedial measures before winter sets in again?

The Deputy, I am sure, is aware that a full examination of the causes of periodic flooding by the Dodder, and other rivers in the Dublin area, is at present being carried out by the City Engineer. The preliminary survey has been made and is at present being considered by the City Manager. If what the Deputy says is a fact— that following the relief works which have been carried out by the Corporation, even greater flooding occurred— it really pinpoints the necessity for a full and complete survey which, when undertaken, will be fully studied before further remedial works are carried out.

A five minutes' walk along the river bank in the area would point that out.

Is the Minister aware that a number of experts consider that the main cause is the bare hills at Glenasmole Valley and will he use his good offices with the Minister for Lands to see that this area is planted?

The Minister for Health said last week that all this was the responsibility of the local authority.
