asked the Minister for Local Government whether he is aware that there is considerable public disquiet concerning recent judicial statements and court decisions in manslaughter cases; and whether in order to remove existing uncertainty and to allay public disquiet he is prepared to introduce proposals to provide for a clear charge of killing by means of a motor car to be made in such cases with mandatory imprisonment and life disqualification following a conviction, in particular when the certainty of drunken driving is involved.

I would refer the Deputy to the reply given to a Question on 18th ultimo in which it was intimated that a White Paper is to be issued setting out the provisions proposed to be embodied in new road traffic legislation. I expect that the White Paper will be issued within a few days.
