asked the Minister for Finance if he will make funds available for the drainage of Derrygowley River in Daingean, County Offaly, which is flooding several acres of land, as local land owners are anxious to have it drained.

In so far as arterial drainage is concerned, the Derrygowley River will be considered in due course as part of a scheme under the Arterial Drainage Act, 1945, for the Barrow Catchment Area. If, however, application is made to the Special Employment Schemes Office, the possibility of dealing with the matter under the Rural Improvements Scheme will be considered.

Would the Parliamentary Secretary be in a position to consider the application under the Local Authorities (Works) Act?

It would not be a suitable scheme under that Act.

The draining of a river?

Apart from the fact that the Parliamentary Secretary has no money.

It is possible to consider it under another scheme.

Would the Parliamentary Secretary go so far as to say whether, if an application for the drainage of a river was submitted to him under the Local Authorities (Works) Act and he was unable to meet it, he would indicate some other scheme under which it might be done?

It would depend on the merits of the particular scheme.

Could the Parliamentary Secretary indicate the difference between the drainage that would be done under the Local Authorities (Works) Act and under the Rural Improvements Scheme?

That surely is a separate question.

The Parliamentary Secretary referred to it.

They themselves would have to contribute under the Rural Improvements Scheme.

You want to get money. That is it. The Parliamentary Secretary walked into it that time.

The money ensures that the job is worthwhile whereas, in the other cases, they very often were not worthwhile.
