A person who has occupied property, either as owner or tenant for a qualifying period in a county or county borough electoral area, urban district or town, different from that in which he is ordinarily resident may be registered as a local government elector in each of these areas; and, if not subject to any legal prohibition, may vote at the election of members of each local authority in whose area he is registered. He cannot, however, vote twice at an election for the same local authority.
