Written Answers. - Appointments by Ministers to Bodies, Boards and Companies.

14.

asked the Minister for Health whether there is any body, board, company or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The answer to the first part of the question is in the negative. The second part does not therefore arise.

15.

16.

asked the Minister for Finance whether there is any body, board, company, or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The answer to the first part of the question is "no" and the second part does not therefore arise.

17.

asked the Minister for External Affairs whether there is any body, board, company, or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

In addition to An Bord Scoláireachtaí Cómalairte, particulars relating to which were furnished in the reply I gave to the Deputy on the 12th June, 1958, the only other body on which I have since appointed persons to serve is the Advisory Committee for Cultural Relations. This Committee was reconstituted in February, 1959, with the following membership:—

An Breitheamh Cearbhall Ó Dalaigh; Professor T. W. Moody, F.T.C.D.; An Dr. Eibhlin Bean Mhic Chearbhaill; Professor Aloys Fleischmann; An Dr. Seán Ó Suilleabháin; Michael Scott, F.R.I.A.I.; Lil Nic Dhonncha, Uas.; Pádraig Mac Con Mhidhe, Uas.; The Rt. Hon. Lord Killanin; Mr. R. R. Figgis; Miss Dina Copeman; An tOllamh Liam O'Briain. The members are appointed for one year and are not remunerated. I have re-appointed the same persons, together with Mr. A. Ó Coirbhin, for the current year.

18.

asked the Minister for Justice whether there is any body, board, company, or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The answer to the Deputy's question is, none.

19.

asked the Minister for Transport and Power whether there is any body, board, company, or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The only body, board, company, or analogous or similar institution to which I have appointed any person is the Shannon Free Airport Development Co. Ltd. The present directors of the Company were appointed by me by Warrant dated 22nd January, 1960. They are Mr. B. O'Regan, Chairman, Messrs. G. Farren, A. Kennan, Col. P. Maher, J. Buist MacKenzie, J.J. Walsh and R.C. Ó. Conchubhair. The Chairman and each director receives remuneration at the rate of £250 a year. Col. Maher's appointment expires on 9th October, 1960, the date of his retirement from the Public Service. Two of the directors retire at each ordinary Annual General Meeting of the Company. The two directors to retire shall be those two who have been longest in office. As between two or more who have been in office an equal length of time the directors to retire shall, in default of agreement between them, be determined by lot.

21.

asked the Minister for Industry and Commerce whether there is any body, board, company, or analogous or similiar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

It is assumed that the Question relates only to bodies which have continuing functions. There are three bodies established subsequent to 12th June, 1958 including Córas Tráchtála which is, in effect, only a continuation of the company known as Córas Tráchtála Teoranta mentioned in one of the replies given on that date. The following are the particulars:—

The members are appointed for a period of five years and apart from the Chairman, who is paid the salary of a Principal in the Civil Service, they act voluntarily. The workers' members were appointed on the nomination of the Irish Congress of Trade Unions, the employers' members on the nomination of various employers' organisations and the educational members after consultation with the Minister for Education.

In accordance with Section 5 of the Export Promotion Act, 1959, one-third of the members of the Board retire each year but are eligible for reappointment.

22.

asked the Minister for Local Government whether there is any body, board, company, or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The answer to the first part of the question is in the negative. The second part does not therefore arise.

23.

asked the Minister for Defence whether there is any body, board, company or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.

The situation in my Department has not altered since my replies to the Deputy's two questions on 12 Meitheamh, 1958.

There are, however, two boards which did not come within the scope of those questions and regarding which I am in doubt as to whether they are comprehended by the present question. They are Bord na nArm Phinsean and An Bord Clárathachta Sheirbhíse Mileata.

Bord na nArm Phinsean was established under Section 5 of the Acht Arm-Phinsean 1927 and consists of a chairman and two ordinary members. The chairman was appointed in 1934; the civilian ordinary member in 1933 and the military ordinary member in 1944. The members of this board are employed full-time.

An Bord Clárathachta Sheirbhíse Mileata was established under Section 6 of the Acht Arm-Phinsean 1932 and consists of a chairman and two ordinary members. The personnel of the board are serving civil servants— the chairman was appointed in Lúnasa 1958 and the other members in 1956. The members of this board are not engaged full-time on the duties of the board.

If the Deputy desires further information regarding these two bodies, perhaps he would be good enough to put down a further question.

24.

asked the Minister for Lands whether there is any body, board, company or analogous or similar institution in relation to which he has selected or appointed any person to serve thereon or thereunder (in addition to any specified in replies of 12th June, 1958); and, if so, the name of any such person and the capacity and terms (including tenure and remuneration) in or on which he serves.
