asked the Minister for Local Government whether he is aware that householders who have received appropriate rates remission for a period of seven years find it difficult to pay full rates after the expiry of the remission period; and if he will consider introducing amending legislation which would permit local authorities to devise suitable schemes under which rates could be collected by quarterly or monthly instalments owing to the difficulty of making such arrangements under existing legislation.

While the existing law provides that rates are collectable in moieties, there are provisions in the Public Bodies Orders enabling rates to be collected by instalments. I do not feel, therefore, that the introduction of legislation on the lines suggested is necessary.
