Mr. Ryan

asked the Minister for Local Government the reasons why he is not willing to take steps to continue payments of the State subsidy in respect of any Dublin Corporation tenanted houses which may be sold to tenants under a tenant purchase scheme.

The financial terms on which urban local authority houses may be sold are fair to tenants who wish to become owners and whose circumstances justify them in undertaking purchase. These terms are on the whole more generous than those available to persons who undertake to provide their own houses.

Is the Minister aware that Dublin Corporation have considered the question of a tenant purchase scheme but have ruled it out so long as they lose the subsidy? To all intents and purposes, therefore, there will be no tenant purchase scheme for Dublin Corporation tenants.

I am well aware of the fact that other local authorities have brought in tenant purchase schemes and have found them quite successful. There does not seem to be any good case why special facilities should be given to Dublin Corporation in this respect.

Is the Minister aware that the labourers of Dublin, whether they are idle or employed, could not pay £2 per week? The Minister should know that.
