asked the Minister for Local Government whether he is aware that the Public Bodies Order No. 1946 does not empower a local authority to devise a monthly instalment scheme for the collection of rates instead of the usual first and second moiety; and if he will consider introducing suitable amending legislation.

Rate collectors are empowered to accept payment of rates by instalments instead of in two moieties under the provisions of Article 73 of the Public Bodies Order, 1946. These provisions have been availed of in a number of areas. There is nothing to prevent a local authority, in collaboration with their rate collectors, from devising a scheme for the payment of rates by instalments. As I informed the Deputy in reply to his previous question on the 17th November, 1960, I do not consider that the introduction of legislation on the lines suggested is necessary.
