andMr. McQuillan asked the Taoiseach whether as a practical step towards ending partition he will establish a special Ministry or Department charged with the responsibility for the investigation and co-ordination where possible of all economic, social, cultural and legislative points of mutual interest capable of expansion and development between the people on both sides of the present artificial Border.

I do not consider that the setting up of a special Department on the lines suggested in the Question would serve any useful purpose.

That means that you have no policy on Partition at all.
