asked the Minister for External Affairs why there is such an unreasonable delay in making available to the Library of the House copies of reports made available to the U.N.O. by Mr. Hammarskjoeld's representative in the Congo, Mr. Dayal, which appear to be freely available to newspaper correspondents elsewhere.

The Oireachtas Library is an official parliamentary depositary library for all United Nations printed documents and periodicals. These are despatched directly to the Library by the United Nations Secretariat and in the normal course of events my Department plays no part in effecting their delivery.

Insofar as the receipt by the Library of a particular document may appear to be unduly delayed, this is due to the fact that documents are despatched by surface shipment.

I am considering what steps can be taken to expedite delivery to the Oireachtas Library of United Nations printed documents and periodicals.

As regards the particular reports to which the Deputy refers, I am taking steps to have neostyled copies of all the published reports of Ambassador Dayal placed in the Library as quickly as possible.
