asked the Minister for Local Government whether consideration will be given to the reduction or abolition of the payment of rates on secondary schools with less than a certain number of registered pupils on their rolls, in order to help struggling schools which are doing a valuable social task.

The granting of rate remission on the lines suggested would be outside the scope of the legislation affecting the incidence of rates. Even if there is a case for financial assistance to the schools in question, rate remission would not appear to be the appropriate method of granting it.
