asked the Minister for Education if he has any proposals to grant special allowances for posts of special responsibility in secondary schools, such as deputy headmaster and headmaster, on similar lines to those granted to senior staff in national and vocational schools; and, if not, why.

I do not intend to formulate any such proposals. Secondary schools are so organised that posts such as those referred to by the Deputy are normally filled by the conductors of the schools or their representatives. These conductors receive capitation grants from my Department which cater for all salary elements apart from those covered by the incremental salary which is payable by the Department.
