Vol. 189 No. 10

Ceisteanna—Questions. Oral Answers. - Reductions and Savings in Civil Service.

12.

asked the Minister for Finance if he will indicate in terms of money the savings effected by (a) the reduction of recruitment, (b) the suppression of posts and (c) the curtailment of overtime in the civil service as indicated in the Budget Statement of 1957.

(a) To calculate how much was saved by the reduction of Civil Service recruitment referred to in my 1957 Budget statement it would be necessary to know what recruitment would have been authorised in the absence of restrictions and how it would have been affected by the normal time-lag imposed by the recruiting process. Neither factor can be ascertained at this stage.

(b) The annual cost of the Civil Service posts suppressed in 1957-58 is estimated at £185,000.

(c) According to the Civil Service Census returns expenditure on overtime in 1957 was £83,000 less than for the previous year.

13.

asked the Minister for Finance the total amount by which the number of civil servants in general service grades has been reduced as a result of the examination of the grading system in the Civil Service outlined by the Minister in the Budget Statement of 1957.

As I have already mentioned in my recent Budget statement, the changes being brought about by the reorganisation of certain general service grades which commenced on 1st July, 1960, although they are extensive, are gradual and their effect will be assessed at the end of a four-year term. Figures of the type sought are not available in advance of such assessment.
