asked the Minister for Finance if there are any regulations in force which forbid the addition of anything to tobacco apart from water; if so, if he will give details of such regulations; and if he will indicate if American type blends may be manufactured here.

Under Revenue law, there are restrictions on the addition to tobacco of any material other than water. In practice, flavouring essences may be used under certain conditions laid down by the Revenue Commissioners. In the case of roll tobacco, essential oils are permissible. In addition to the above, the use of sweetening matter is allowed in the manufacturing of tobacco, in bond only, subject to certain conditions but cigarettes or cigars so manufactured may not be delivered for home consumption. These restrictions apply to all kinds of tobacco, including American type blends.
