asked the Minister for External Affairs if he is aware of the decision of the Government of the Philippines not to extend visas to Irish nationals on any future date; and if, having regard to the hardship that this will impose on missionary orders, he will make representations in the matter.

I am aware that the Philippine authorities have recently revised, in certain respects, their regulations regarding the admission of immigrants. The effect of this revision on Irish citizens is not entirely clear. The matter is at present under discussion with the Philippine authorities and I hope to have early clarification of the position.

Is it a fact that we have come to an agreement to block the coloured emigrants to Britain——

That does not seem to arise.

It could have deplorable repercussioss if we undertake to carry out this deplorable suggestion. Doing Britain's dirty work again.

Do not get hysterical. The Philippines are not members of the British Commonwealth.
