asked the Taoiseach if he has any reason to believe that all members of the North Atlantic Treaty Organisation, including the United States of America, Canada, Portugal, Turkey, etc., are in the near future likely to become full members of the European Economic Community.

The answer is in the negative.

I might, indeed, point out that the United States of America and Canada, not being European countries, could not become full members of the European Economic Community, having regard to the terms of Article 237 of the Rome Treaty.
