andMr. McQuillan asked the Minister for Industry and Commerce whether it is proposed to take such steps as are necessary to allow trade unions to establish total union membership in any industry or other concern employing trade union labour.

I am not aware that there is anything to prevent a trade union from establishing total union membership in any industry or other concern employing trade union labour provided the workers are agreeable. If the Deputies are inquiring whether I have in mind sponsoring an amendment of the Constitution so as to give a trade union the right to force into membership persons who do not wish to join my answer is "no". Indeed I have not had any request from trade unions in the matter.
