asked the Minister for Social Welfare if he will have those clerks who have been employed in a full-time but temporary capacity for a considerable period in employment exchanges and local employment offices made permanent officials of his Department.

The Civil Service Commissioners Act 1956 provides that appointments to permanent posts in the Civil Service can be obtained in the normal course only through competitions held by the Civil Service Commissioners. It has been agreed, in accordance with the requirements of this provision, to hold competitions confined to certain temporary clerks with long service in the local offices of my Department for appointment to established posts as clerical officer and clerk-typist. It is expected that the regulations and conditions of service for the proposed competitions will be approved in the near future and the Civil Service Commission will then be in a position to proceed with arrangements for holding the competitions.

asked the Minister for Social Welfare (a) the salary of full-time temporary male and female clerks employed in employment exchanges and local employment offices, (b) the salaries paid to similar clerks in permanent positions and (c) the increases, if any, in the salaries of the temporary clerks.

The answer is as follows:—

(a) The weekly salary scales of temporary clerks recruited for service in local offices of my Department are:

Dublin Offices.

Male: 110/10d. (under 18), 127/6d. (at 18) by 7/6 to 150/- by 6/- to 177/6d.

Female: 96/9d. (under 18), 102/-(at 18) by 5/9d. to 119/3d.

Provincial Offices.

Male: 77/6d. (under 18), 117/6d. (18 and under 21 years), 142/7d. (at 21) by 6/- to 153/-.

Female: 76/9d. (under 18), 87/8d. (18 and under 21), 107/10d. (at 21) by 5/7d. to 119/9d.

(b) There is no grade of established officer comparable to that of temporary clerk.

(c) The question of increases in the salaries of temporary clerks in local offices has been under consideration at the Departmental Council of my Department under the Scheme of Conciliation and Arbitration for the Civil Service and it is expected that a decision in the matter will be given in the near future.
