asked the Minister for Posts and Telegraphs under what circumstances a letter addressed to the Principal Officer, Finance Department, Dublin Corporation, City Hall, Dublin and posted at Mountmellick Post Office at 3.15 p.m. on 22nd March 1962, did not arrive at the office of the Dublin Corporation until Monday 26th March 1962; and if he will state the reason for the delay in the delivery of this urgent and important communication, which caused considerable inconvenience to the sender and which resulted in preventing the sender from participating in an examination by the failure of the letter to arrive on the 23rd March 1962; and if he will make a general statement concerning this matter.

A letter, posted and addressed as stated should in normal course have been delivered on the morning of Friday, the 23rd March. The letter in question was not registered, and there is therefore no Post Office record of the address it bore or of the date or time of posting or delivery. Moreover, the Dublin Corporation could not produce the envelope, without which it has not been possible to make effective enquiries into the complaint.
