andMr. Tully asked the Minister for Finance if any provision has been made to give compensation to the collectors of schedule E income tax who suffered severe loss of income as a result of the introduction of PAYE.

Collectors of taxes accept appointment on the principle that their remuneration varies from year to year with the amount of work arising in their collections, and I would not feel justified at present in agreeing to any departure from that principle. The position of collectors generally is being considered in relation to the new system of assessing and collecting income tax which is expected to come into operation in 1964, and there will be discussions with representatives of the collectors beforehand about any developments which are likely to take place.

Is the Minister aware that, as a result of the introduction of P.A.Y.E., a big number of tax collectors were put in the position that in order to keep on their staff, they had to reduce their own rate of remuneration to a very small amount? In view of the situation that arose, will the Minister have inquiries made into the matter to see if the situation is as stated in the question?

I have been in touch with this matter, but, as I explained, they are always paid on the amount of work done. It was inevitable, when P.A.Y.E. took over the Schedule E taxpayers, that they would have to do less work and would get less pay.
