Mr. Ryan

asked the Minister for Local Government if in view of the increasing widespread alarm at the manner in which foreigners are purchasing land adjacent to the seashore and debarring the public from long-enjoyed access to the seashore he will introduce legislation without delay to deal with the problem; and if he will make a statement on the matter.

Local authorities have adequate powers to protect and maintain any road in their charge and public rights-of-way generally can be protected by the Attorney General in a relator action at the instance of any person affected. I consider that additional powers to provide and maintain public rights-of-way could usefully be conferred on planning authorities. Provision is being made accordingly in the Local Government (Planning and Development) Bill which I propose to introduce very soon.
