asked the Minister for Posts and Telegraphs if it is a fact that his Department are requesting and instructing that the Subpostmasters' Union forgo their right to have recourse to strike action; and if he will make a statement on this matter.

I cannot accept the suggestion that subpostmasters have a right to so-called "strike-action". Each subpostmaster has entered into an agreement with the Department to provide or to arrange for the provision of certain public services and he has the right to terminate the agreement on giving three months' notice. In view of recent events I have requested the Subpostmasters' Union to give an assurance that it will not, in future, support or be a party to unauthorised closing of post offices or any other irregular action in breach of this agreement.
