asked the Taoiseach if he is aware of the discussions that are being held by the EEC relative to price and regulation appertaining to beef, dairy products and sugar; and, if so, if in view of the impact such discussions may have on the economy in the light of Ireland's application for membership of the EEC, this country is to be represented at such discussions at observer status.

I am aware that the Council of the European Economic Community has been discussing proposals submitted by the Commission for the regulation of the Community market in beef and dairy products. These discussions are not open to representatives of non-member Governments, either as participants or observers. However, Irish officials have already had an opportunity of discussing the draft proposals with officers of the Commission and of making our views known.

No proposals for the organisation of the sugar market have, so far, been put before the Council, but I understand that this matter is being studied by the Commission. The Government are keeping in touch as closely as possible with the evolution of Community thinking on the possible future organisation of the market for this commodity.
