asked the Minister for External Affairs if he is aware that it is customary diplomatic practice for embassies to receive statements handed in on behalf of organisations, political or otherwise, following public demonstrations; and whether he will take steps to have the Garda authorities informed of this fact.

According to my information the statement in the first part of the question is generally correct. In all countries, however, the police authorities are responsible for ensuring that the representatives of the organisation approach the Mission in an orderly way.
