asked the Minister for Local Government if, should Ireland enter the EEC and thereby enter into political and military alliance with European countries, he will consider, as a precautionary measure against air-raids, making available special grants for the erection of air-raid shelters in all houses to be henceforth erected.

I would refer the Deputy as regards the general aspects of this matter to the terms of the reply given by the Minister for Defence to a question by Deputy Sherwin on the 8th instant—Vol. 197, No. 5, Cols. 877-9, of the Official Report. So far as my Department may be concerned, enabling legislation would be necessary to enable grants of the type in question to be made. Such legislation is not contemplated.
