andMr. McQuillan asked the Minister for Industry and Commerce whether prior approval of the EEC Commission or Council is needed to authorise recoupment from the European Social Fund of funds needed by industry for reconversion commitments entered into prior to membership of EEC.

andMr. McQuillan asked the Minister for Industry and Commerce whether funds will be made available from the European Social Fund for recoupment of expenses arising in industry from reconversion which is needed by such industry and which is made prior to entry into the EEC.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 34 and 35 together. On the information available to me the answer to Question No. 35 is no. Question No. 34 does not therefore, arise. The European Social Fund is for the benefit of workers.

andMr. McQuillan asked the Minister for Industry and Commerce whether a copy of Regulation No. 9 of August 1960 defining the scope and action of the European Social Fund will be made available in the Library.

A translation of Regulation No. 9 is already in the Dáil Library.

andMr. McQuillan asked the Minister for Industry and Commerce whether there is any specific article or provision in the Rome Treaty which lays down that associate member countries of the EEC may not draw on the European Social Fund, should they need to do so; and whether there have been any departures from these provisions in respect of any country which is now a member.

The answer to the first part of the question is no but only Member States are mentioned in the provisions of the Rome Treaty dealing with the European Social Fund. No present member of the European Economic Community was formerly an associate.
