andMr. McQuillan asked the Minister for Lands whether, arising out of a reply of 28th February, 1962 on property rights of non-nationals, he is yet in a position to state the conditions under which right of establishment and the right to purchase agricultural land in Ireland are to be granted to nationals of the member countries of the EEC.

For the general position, I would refer the Deputies to the Supplemental White Paper of 28th June, 1962, entitled "European Economic Community". I understand that binding decisions have not yet been taken by the Community on the draft directives for removal of restrictions on the right of non-nationals to acquire lands.

May I take it from the Parliamentary Secretary's answer that so far there is no restriction on the purchase of agricultural land in this country by non-nationals outside the tax or stamp duty paid on purchase?

That is right.
