asked the Minister for Justice if he is aware of the damage done to lands and crops by trespassing of itinerants' animals; and what action can be taken to prevent them from straying or wandering on the public roads.

As I mentioned in reply to a somewhat similar Question on 13th December last, I am fully aware of the many problems associated with the mode of life of itinerants. It is of course an offence to permit horses to wander on the public road but the difficulties of enforcement, as far as itinerants are concerned, are exceptional. These matters are, however, under consideration by the Commission on Itinerancy and I think that any question of new legislation or other special action should be deferred until its report is available.

This is one aspect of the general problem of itinerancy. Is the Minister in a position to tell us when will the report of the Commission on Itinerancy be available?

I think that question should be addressed to the Taoiseach. It was the Taoiseach who established the Commission on Itinerancy.

Is the Commission operating under the Taoiseach's Department? Can the Taoiseach tell us?
