The paper referred to has only been published within the past week and I have not had an opportunity to study it in any great detail. In so far as it relates to problems and difficulties that are the concern of the Minister for Local Government and the road authorities, the paper will be closely studied in my Department in conjunction with the other sources of guidance available to me in these matters.
