asked the Minister for Finance whether persons such as harbour constables and similar persons in non-established employment could be declared established, when service of not less than ten years can be claimed in such a position.

The answer is "no." As a result of agreement reached through the conciliation machinery unestablished employees may, however, secure establishment subject to certain conditions. In these instances an essential feature is compliance with the competitive procedure prescribed by Section 13 (1) of the Civil Service Commissioners Act, 1956.

Would the Minister not take into consideration the fact that many of these people will find themselves in very difficult financial circumstances when they come to retirement? Generally speaking, would he not agree that Government employees should be established and accordingly eligible for superannuation or some other form of pensionability?

I dealt very fully with this recently when the Superannuation Act was being debated. I then fully outlined the policy being pursued and the difficulties in regard to certain classes of employees.
