Financial Business: Motion.

I move:

That the proceedings on—

(a) the Estimates for Public Services for the year ending on the 31st day of March, 1964, in Committee on Finance and on Report,

(b) the Resolution, in Committee on Finance and on Report, for the issue out of the Central Fund of the sum necessary to make good the supply granted for the service of the year ending on the 31st day of March, 1964, and

(c) the five stages of the Appropriation Bill, 1963,

shall now be brought to a conclusion by putting from the Chair forthwith and successively the questions necessary to bring the proceedings to a conclusion; Provided that a Question shall not be put from the Chair on any amendment, nor upon any motion other than a motion necessary to bring the proceedings forthwith to a conclusion and then only when moved by a member of the Government; Provided also that only one Question shall be put from the Chair in Committee on Finance on the Estimates now outstanding and that that Question shall be in the form, That the total sum outstanding in respect of the Estimates for Public Services for the year ending on the 31st day of March, 1964, be granted for the service of that year; and that on the report of the Resolutions of the Committee on Finance in respect of the several Estimates, only one Question shall be put from the Chair, namely, That the Dáil agrees with the Committee on Finance in the said Resolutions.

This is being given on the understanding that the Government will introduce token Estimates for any Estimate included in it and we shall have any Estimate put down but one discussion per Minister or Parliamentary Secretary, as the case may be.

That is the understanding, and I think I should inform the Dáil that I have discussed with the leaders of the main Opposition Parties the desirability of setting up an allParty Committee to consider the possibility of making some changes in the arrangements for the disposal of the financial business of the Dáil. It has been agreed to set up this Committee which I hope will meet during the period of the Recess, although it cannot, of course, produce recommendations that will affect arrangements in this year.

The Chair thereupon proceeded to put forthwith and successfully the questions necessary to bring the proceedings to a conclusion.
