Changes in Dáil Standing Orders: Motion.

I move:

That the Committee on Procedure and Privileges be requested to make a report to the Dáil on:—

(1) The changes, if any, which it is desirable to make in Dáil Standing Orders to strengthen the powers of the Chair to maintain proper order during debates;

(2) The powers and privileges which the Dáil possesses, or should possess, for the protection of itself and its members, and the methods and procedure which should be applied for the effective recongnition and enforcement thereof;

(3) The limitations and obligations which should be imposed on members in regard to their statements and conduct within the House, with a view to protecting the privileges of the House or its members or to upholding the dignity of the Dáil; and to advise on the method by which such limitations and obligations should be enforced; and

(4) The procedure which should be adopted for bringing to the notice of the Dáil alleged breaches of the rules governing members' conduct or alleged breaches of privilege by members, the method of investigating any such matter, and the action to be taken by the House in any case when such breach has taken place.

I think the Taoiseach is ill-advised in moving a motion of this kind at the moment.

If there is a disinclination on the part of any Deputy, I will not move the motion. I appreciate that I have given somewhat inadequate notice of it and that Deputies might like more time to consider it.

I think the Leader of the House will appreciate that to move such a motion without giving the reasons behind it would be unreasonable and unfair at the moment. I think it should not be discussed at present.

I am prepared to withdraw it.

I think it would be better not to discuss it until after the recess when everybody will have clamed down and we will be able to look at it in a cooler manner.
