Mr. Ryan

asked the Minister for Finance if he is aware that the Civil Service Commissioners have notified a person (name supplied) that he will not be allowed to pass the examinations for which he sat in 1961 and 1963 because of alleged evidence of irregular assistance received, but that the Commissioners have refused to disclose the nature of the alleged irregularity; and if, as such a procedure appears to be contrary to natural justice, he will immediately have steps taken to ensure that the information is supplied, and that the Commissioners do not withhold like information in future.

The Civil Service Commissioners have notified the individual concerned that the results of examinations for which he sat in 1961 and 1963 will not be issued to him until certain matters have been cleared up to their satisfaction. Some of the answer-papers completed by him contained evidence which, if unexplained, would warrant a determination by the Commissioners that he had received irregular assistance. He was interviewed in connection with the 1961 examination and it was proposed to take similar action in relation to the 1963 examination, where the same difficulty had arisen. The intervention of the Deputy and subsequent correspondence with him resulted in the deferment of the proposed interview.
