asked the Minister for Justice if he will give particulars of the method by which temporary staff are now recruited for work in his Department or in offices under his control; whether vacancies in such posts are now advertised, or otherwise made known to the general public; and, if the existence of such vacancies is not generally made known by him, how he becomes aware of the availability and suitability of the persons whom he nominates for such posts.

The method of recruiting temporary staff depends on the type of post to be filled and on a number of other factors.

In the case of temporary posts to which the Civil Service Commissioners Act, 1956 applies, recruitment is effected through the Civil Service Commissioners, who advertise the vacancies.

As regards vacancies which are not filled through the medium of the Civil Service Commission, recruitment is generally effected through the Employment Exchange which, presumably, brings the vacancies to the notice of suitably-qualified persons on the register. Where, however, the vacancy is for seasonal work for which a person previously employed continues to be available, or where the necessary qualifications are unlikely to be held by a person on the Employment Exchange register, recruitment is effected without recourse to the Exchange. Experience indicates that potential applicants promptly become aware of the vacancies. The qualifications of applicants are set out in applications submitted and selection is made by assessing these qualifications.
