asked the Minister for Local Government if he will draw the attention of the Dublin County Council to the unsatisfactory condition of the laneway opposite a County Council cottage (tenant's name supplied) at Rahulk, Cloghran, County Dublin; and if he will urge the council to put this lane in a condition which will enable pedestrians to use it.

I understand that the lane referred to is not a public road but that the surface is in fair condition. The county council has no power to undertake work on it.

Has the Minister no power whatsoever to help in this matter, apart from whatever powers are vested in the local authority?

Certainly not the Minister for Local Government, as far as I am aware. The laneway is not a public thoroughfare or public roadway and, therefore, the local authority cannot do anything. If the local authority can do nothing, there is nothing I can do.

Has the local authority power to take over laneways?

That is not the Minister for Local Government.

Would the Minister ask them to do it?

I shall put it to them that it was suggested to me.

Is it not a fact that since there is a county council cottage on that land, the onus is on the local authority to put a proper lane into the house? Must they not do that?

At most, a third of the responsibility could be said to be their's.

Does the Minister expect the person in the county council cottage to surface the lane?

Two others use it as well and I am told the surface is not too bad.
