asked the Minister for Industry and Commerce what is the attitude of the Government with regard to Recommendation 385 on the International Convention for the protection of performers, producers of phonograms and broadcasting organisations, which was adopted by the Consultative Assembly of the Council of Europe on 17th January 1964; and whether the Government will now accede to this Convention.

The International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations was signed by this country on 30th June, 1962. The requirements of the Convention relating to producers of phonograms and broadcasting organisations will be met by the provisions of the Copyright Act, 1963, and orders, rules, and regulations to be made thereunder. Legislation will be necessary to meet the Convention's requirements relating to performers. A Bill to make the necessary provisions is being drafted and I propose to introduce it as soon as possible.
