Financial Resolutions. - Financial Resolution No. 2: Income Tax and Sur-Tax.

I move:

That provision be made for charging to income tax (including sur-tax) money or money's worth not otherwise chargeable to tax which is paid or given in consideration of, or otherwise directly or indirectly in consequence of or in connection with, the loss, resignation or termination of an office or employment or an alteration of the functions or remuneration of an office or employment.

As from what date does this Resolution operate? Is it today?

For the present year.

Why should it be retrospective before today? I should not quarrel at all with the Minister bringing it in as from today, but why make it retrospective? There are only eight days involved and are we not ruining a principle for the sake of eight days? Of course, I shall argue this further on the Bill itself.
