The figures are taken from the Civil Service Census which relates to the first working day of the calendar year. They do not include industrial employees, persons casually employed or civilians employed in the Department of Defence. The 1945, 1950 and 1955 figures include classes—mainly scale-payment Sub-Postmasters, Branch Managers of Employment Exchanges and certain part-time employees— whose estimated total number is 2,700 at most and who were excluded from the Census from 1959 onwards.
