asked the Minister for Transport and Power what is the attitude of the Government with regard to Recommendation No. 391 on certain financial and economic aspects of air transport operations, which was adopted by the Consultative Assembly of the Council of Europe on 23rd April, 1964; and what action the Government have taken, or contemplate taking, on it.

This recommendation is a very far reaching one, advocating a complete co-ordination of airline activities within western Europe. The Deputy will appreciate therefore that there is no question of unilateral action by the Irish Government in a matter which is one for joint agreement by the various Governments concerned. The implications of the Recommendation are such as to require detailed study not alone in Ireland but in all western European countries before a decision can be reached.

The recommendation will appear on the agenda of the plenary meeting of the European Civil Aviation Conference which will convene at Strasbourg in July next at which Ireland will be represented. The attitude of this country cannot be determined until the full economic and national considerations have been examined in conjunction with the views expressed by other Governments at the Strasbourg conference.
