asked the Minister for Posts and Telegraphs if he will indicate the procedure under which vacancies for subpostmasters in Dublin city are filled, and the main qualifications which are taken into account in selecting suitable applicants.

Vacancies for subpostmasters in the Dublin city area are filled following advertisement at the office at which the vacancy exists and at neighbouring offices or by transfer to a near relative if certain conditions are fulfilled. Where a vacancy has been advertised applicants are interviewed and the premises offered by them are inspected by the Controller, Dublin Postal District who furnishes a report to Headquarters. The report and applications are considered by a Selection Board consisting of senior officers of my Department. In each case the Board recommends not more than three applicants as suitable for appointment and I appoint one of the recommended applicants.

The main qualifications taken into account in selecting suitable applicants are personal suitability, financial stability, and suitability of the premises offered.
