Mr. Ryan

asked the Minister for Industry and Commerce if, having regard to the serious injuries suffered recently by a number of youths playing with home-made bombs, he will take steps to control the sale to juveniles of sodium chlorate and other chemicals for explosives.

The law at present prohibits the causing of explosions which may endanger life. I have under consideration the revision and codification of the law relating to explosives and other dangerous substances and I will consider whether a provision of the kind suggested by the Deputy could be included. The Deputy will, however, understand that it may be impossible to restrict the sale of common substances purely on the grounds that if mixed with other substances they may become dangerous.
