asked the Minister for Local Government whether in view of the hardship caused by the fact that payment of motor taxation by the quarter involves payment of a substantial extra payment over the yearly rate, he will take steps to provide for four equal quarterly payments equal in total to the yearly tax.

The existing licensing system is under review in my Department. It is hoped to make an announcement at an early date.

Will the Minister not agree that on the basis of the present system, it would appear that the poorer you are, the more you are expected to pay so far as taxation is concerned?

I am glad to say that before the Deputy made the suggestion we had considered reviewing the present system.

Surely the Minister is aware that this is not the first time I put down a question on this matter? I put down a question on this matter 12 years ago.

The Deputy was then supporting the Coalition.
