It is assumed that the reference to the Shannon Development Zone is to the Industrial Estate situated in the Free Airport area. The conditions applicable to the Industrial Estate arise out of the situation in which Shannon Airport is a Free Airport, which, for administrative reasons, must be of necessity limited in size. Accordingly it would not be practicable to extend the arrangement to Limerick or any other place not immediately contiguous to the Airport and limited in size.
