asked the Minister for Local Government whether, having regard to the large number of defective second-hand motor cars which are sold, he will introduce a scheme for compulsory testing of second-hand motor cars before they are re-sold.

The testing of second-hand motor cars is being considered in the planning of a general scheme for the testing of mechanically propelled vehicles under section 18 of the Road Traffic Act, 1961. Before a formal scheme is made, details of proposals will be published and comments invited.

The Minister will agree, I think, that this matter has been under consideration for a long time. Can he give us any idea now of when he hopes to be in a position to publish the scheme and invite comment on it?

It may not be appreciated that the setting-up of an organisation of this kind is no easy task. It is not just a question of considering the type of organisation. Difficulties are encountered in getting suitable personnel for the administration necessary.

Set up a special school in Donegal to train them.

Will it be before the end of the year.
